Capital Improvement Plans

A capital improvement plan (CIP) is a dynamic community planning and fiscal management tool used to coordinate the timing and financing of capital improvements over a multi-year period, typically 5 years.

A CIP identifies and describes capital projects, the years in which funding each project is to occur and the source of funding.  It is a working document and should be reviewed and updated annually to reflect changing community needs, priorities, and funding opportunities.  Below are some resources for communities as preparing a CIP.
