Federal and State grant opportunities

Hazard Mitigation Assistance is provided at both the Federal and State level, providing funds to projects that reduce the risk to individuals and property from natural hazards.

Federal funding

FEMA has the statutory authority to deliver numerous disaster and non-disaster financial assistance programs in support of FEMA’s mission, largely through grant agreements and cooperative agreements (grants).  Below are some of the more common FEMA flood relief grant programs.  For more information on FEMA funding opportunities, see FEMA's brochure: The Hazard Mitigation Assistance Grant Programs

Hazard Mitigation Assistance (HMA)

The Federal Emergency Management Agency’s (FEMA) HMA programs provide funds for projects that reduce the risk to individuals and property from natural hazards. These programs enable mitigation measures to be implemented before, during, and after disaster recovery.

Hazard Mitigation Grant Program (HMGP)  

The HMGP provides funding for long-term hazard mitigation measures following major disaster declarations. Funding is available to implement projects in accordance with State, territorial, federally recognized tribal, and local priorities.

Pre-Disaster Mitigation (PDM)

The PDM program provides funds on an annual basis for hazard mitigation planning and the implementation of mitigation projects. FEMA provides funding for measures to reduce or eliminate overall risk from natural hazards.

Flood Mitigation Assistance (FMA)

Flood Mitigation Assistance (FMA)The FMA program provides funds on an annual basis so that measures can be taken to reduce or eliminate the risk of flood damage to buildings insured under the National Flood Insurance Program.

State funding

The Illinois Department of Natural Resources – Office of Water Resources has a flood hazard mitigation program.  The program is focused on the acquisition of real property – mobile homes excluded. The program operates independent of or providing cost share assistance with, other state or federal mitigation programs. The program selects project participation based on the project’s benefit to the State of Illinois.
